John Skowronski is a Director in True Partners Consulting’s Chicago office and has over 16 years of state and local tax experience and eleven years of experience in tax credits and incentives.  He joined True Partners Consulting having previously worked in industry, Big Four Consulting, and the boutique consulting environment.

Mr. Skowronski works with companies in identifying refund opportunities including credits against tax, special exemptions and abatements, apportionment modifications and adjustments to taxable income or to the taxable base.  He also assists companies in monetizing opportunities through various planning techniques and structural strategies.

Prior to joining True Partners Consulting, Mr. Skowronski was a Director at Management Insights in Dallas, Texas.  Prior to that, he was a Senior Manager at Deloitte & Touche in New Jersey where he led the Tri-State Credits and Incentives Practice and was part of a team performing comprehensive tax minimization studies.  Prior to consulting, he was the Property Tax and Tax Incentive Manager for BOC Gases where he first began working with incentives.

Mr. Skowronski has spoken before the Tax Executive Institute, The Institute for Professionals in Taxation, CORENET, The Oklahoma Division of Taxation, The New Jersey Commerce & Economic Growth Commission, The Atlanta Tax Club, as well as other groups to discuss the many facets of economic development and taxation.  His articles on the subject of credits and incentives have been published in The Journal of Multistate Taxation and Incentives, Interstate Tax Insights, Income Tax Alert, Property Tax Alert, Expansion Management, Logistics and Plants Sites and Parks Magazine.  He has been interviewed numerous times by magazines and newspapers opining on various incentive related issues, including the recent CUNO case in Ohio.

Mr. Skowronski has worked with state legislators on numerous occasions to discuss the development or modification of incentive programs that are business friendly while protecting the best interest of the state and local governments.  He was on the Blue Ribbon Panel in New Jersey that helped salvage the Business Employment Incentive Program and many of his ideas were incorporated into the final revisions.

Mr. Skowronski graduated magna cum laude with a Bachelors of Science degree in Accounting from Bloomfield College in New Jersey and a Masters of Science degree in Taxation from Farleigh Dickinson University, also in New Jersey.
